Concept Systems Inc. Human Resources and Recruiting Manager in Albany, Oregon

SUMMARY

This role plays a crucial part in driving the recruitment, retention, and overall organizational culture of our company. The incumbent will be responsible for devising and executing strategies aimed at boosting employee engagement, nurturing a positive work atmosphere, and ensuring compliance with labor laws and regulations, and providing coaching and counseling to supervisors and team members. Additionally, this role involves crafting policies and overseeing various human resources functions including but not limited to recruitment, benefits administration, training, and employee services.

We are seeking a Human Resources professional with a minimum of 5 years applicable experience for this role.

Work Location: In-office - Albany, OR.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Teams with executives and managers to discuss, foster, and build upon the Company's culture, promoting employee engagement and a positive environment.

  • Collaborates with payroll to ensure seamless integration between HRIS and payroll, optimizing the flow of information and reducing manual interventions. Collaborates with IT for employee related needs.

  • Executes and maintains a recruitment/selection strategy that is established by the Executive team in support of the corporate business model, Mission, Vision, and strategic initiatives.

  • Supports key business strategies and initiatives by providing strategic insight, direction, and collaboration with other department managers, and manages the human resource and recruiting aspects of those strategies and any associated change management.

  • Oversees and manages all internal communication of corporate policies, processes, and systems related to human resources and recruiting to ensure employees are treated equitably.

  • Administers the company's benefit and leave programs.

  • Manages recruiting process, screenings, interviews, and job offers.

  • Develops and maintains annual human resources and recruiting budget, providing monthly cost analysis.

  • Generates and analyzes reports related to payroll impacts of HR activities, such as hiring trends, turnover rates, and the financial implications of benefit changes, to aid in strategic decision-making.

JOB DUTIES

HUMAN RESOURCES

  • Implements programs that solicit feedback from employees.

  • Designs and develops compensation strategy and programs.

  • Annually assesses the competitiveness of all compensation and benefit offerings in relation to the market in coordination with benefit broker and outside resources.

  • Provides employee support and coaching to proactively mitigate risk.

  • Provides leadership team support and coaching around employee conflict, disciplinary and other employee issues.

  • Ensures compliance with employee-related federal, state, and local laws and regulations.

  • Provides accurate human resources and staffing metrics to executive management on a regular basis.

  • Manages onboarding and employee departures, including conducting surveys for continuous improvement.

  • Updates corporate handbook, policies, and procedures, as necessary and reviews annually.

  • Ensures that OSHA requirements are being met and prepares quarterly annual OSHA reports.

  • Prepares and maintains job descriptions.

  • Reviews and analyzes wage and salary reports and data to determine competitive compensation plan.

  • Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.

  • Shares pertinent information to corporate officers regarding human resources policies and practices.

  • Completes required reporting and census data for Federal, State and benefits related.

RECRUITING

  • Develops leads on potential candidates through various sources including partners, and electronic media.

  • Supports key business strategies and initiatives by working with other department managers and managing the human resources and recruiting aspects of those strategies and initiatives.

  • Works directly with third party recruiters, candidates and hiring managers in the coordination of scheduling interviews.

  • Analyzes and resumes and assign appropriate coding and performs initial phone screenings as required to evaluate technical qualifications.

  • Actively represents Concept Systems in collegiate internship programs and promotes the company, opportunity and benefits of our internships while building relationships with universities in the program.

  • Prepares and negotiates offers in coordination with hiring managers.

  • Coordinates the background and on-boarding procedures for new employees.

  • Administers and manages web-based applicant tracking system; adds and maintains users, job requisitions and candidate data.

  • Effectively communicates with candidates throughout the lifecycle of the recruiting process.

  • Maintains knowledge and follows legal updates through training and collaboration with other human resource professionals to ensure alignment with best practices through implemented processes and procedures.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

This position supports and provides coaching to supervisors and managers to ensure the organization's policies and applicable laws are followed related to interviewing, hiring, and training employees, appraising performance, reward and discipline, addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE

  • Bachelor's degree (B.A. or B.S.) from accredited four-year college or university in Human Resources, Communications, Business, or related field.

  • Minimum of 5 years related work experience required.

  • Or an equivalent combination of education and experience.

  • Knowledge of recruiting techniques and employment policies and procedures required.

  • A Human Resources professional certification, such as SHRM-CP, is strongly preferred.

  • Paycom experience a plus.

LANGUAGE SKILLS

Ability to read, analyze, and interpret Human Resources related, financial reports, and legal documents. Ability to respond to common inquiries or complaints from employees, customers, regulatory agencies, or members of the business community. Ability to prepare presentations to properly represent the company. Ability to effectively present information to top management, candidates, new hires and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry. Ability to track Human Resources and Recruiting calculations such as retention and turnover.

COMPUTER SKILLS

This job requires specialized computer skills. Must be adept at using various applications including database, spreadsheet, report writing, project management, graphics, word processing, presentation creation/editing, professional communication by e-mail and use scheduling software.

Office 365, Deltek, Applicant Tracking System, HRIS knowledge and benefit platform knowledge is required.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATIONS, LICENSES, REGISTRATIONS

  • A valid insurable Driver's License is required.

  • Professional Human Resources certification such as SHRM-CP is strongly preferred.
