The Institute for Learning and Teaching( TILT ) at Colorado State University ( CSU ) promotes teaching and learning that enhances student experiences in and out of the classroom. TILT supports the educational mission of CSU and enriches the learning experiences of its students by partnering with members of the university community to help them become more effective teachers and learners.

Core Activities

Facultyand graduate studentdevelopment and undergraduate student engagement in learning, scholarships and fellowships, and research and artistry. Direct support for faculty, staff, and graduate student instructors is provided through programs that strengthen professional development in areas related to learning and teaching, scholarly inquiry into learning and teaching, course design and development, academic program review and assessment, effective use of learning data to improve instruction, and the university’s instructional technology infrastructure. Direct support for students is provided through programs that support student learning and enrichment, engage students in undergraduate research and artistry, prepare students to apply for nationally/internationally competitive scholarships/fellowships and for graduate and professional schools, offer academic engagement with communities beyond the university, support community-engaged learning, encourage academic integrity, and promote effective use of learning technologies and learning analytics data. The Institute houses student support professionals and a large group of instructional designers who assist in the development of face-to-face, blended, and fully online courses. Staff members of the Institute work in a collaborative, flexible work environment. They are deeply involved in shaping its mission and programs and share a strong sense of ownership in its activities and initiatives.

The University Honors Programprovides an enhanced educational experience for outstanding undergraduates at Colorado State University by offering high-achieving students an innovative, challenging and enriching program of studies, and providing a living and learning community that offers opportunities for small groups activities, individualized support from faculty/staff/peers, and promotes high impact practices and applied learning outside of the classroom. A significant portion of the curriculum is taught by faculty from departments and colleges across campus, so fund transfers and payments to a rotating list of faculty is common practice. Beyond the curriculum, Honors provides co-curricular programming, academic scholarships, and enrichment funding for undergraduate students to engage in research, travel, and other high impact practices.

Position Summary

The Financial Analyst for The Institute for Learning and Teaching ( TILT ) and the University Honors Program is a member of the Honors and TILT leadership teams providing oversight, financial information, guidance, and advice to the Executive Director of TILT , the Director of the University Honors Program, and other personnel. They will have a crucial role in the financial planning process relative to achieving each unit’s strategic planning goals. The individual reviews, analyzes, and summarizes all levels of financial information for the Directors and other staff as needed. They will identify fiscal compliance issues and determine solutions for implementation. This position prepares, reviews, and summarizes annual budgets, special financial reports, cost analyses, operational reports, and ad hoc department financial statistics for presentations and written reports.

The successful candidate will have experience leading financial operations; the ability to organize and present complex financial information; and will contribute in areas outside of finance that add value to the long-term success of the programs. They will be proactive in identifying and addressing fiscal issues, have developed strong analytical skills, and apply effective communication when interacting with a variety of stakeholders across campus, including senior leadership. This position builds strong relationships and collaborations effectively with department chairs, deans, faculty, and across the Division of Faculty Affairs, the Division of Student Affairs, and CSU to accomplish the mission and goals of TILT and the University Honors Program. The responsibilities of this position include: oversight of the financial and accounting functions, including monthly account reconciliation, monthly and annual report generation, oversight of purchasing (p cards, requisitions and internal orders) and travel expenditures, professional fiscal guidance for program directors, research grants and awards, donor accounts, SALX , and budget construction. The person in this position will work closely with leadership to ensure that the organizations follow all applicable CSU guidelines and policies.

Required Job Qualifications

  • Bachelor’s degree in Accounting, Business or related field

  • Five years of experience in a related field, including at least two years of progressive budget planning experience

  • Strong, comprehensive understanding of internal controls and experience analyzing and implementing effective systems of internal controls

  • Understanding of Generally Accepted Accounting Principles ( GAAP )

  • Demonstrated organizational and complex problem-solving skills, follow-through, and attention to detail

Preferred Job Qualifications

  • Master’s degree or MBA with a concentration in finance, accounting or other related advanced degree

  • CPA or CMA Professional certification

  • Demonstrated proficiency drafting reports, proposals, professional correspondence, and presentation of content materials

  • Demonstrated ability to communicate professionally and effectively, both orally and in writing, with varying audiences and for varying purposes and across all levels of an organization

  • Demonstrated ability to manage multiple complex projects simultaneously

  • Analytical experience, including use of statistical techniques, financial modeling, and data management, and the use of data mining tools

  • Demonstrated record of staying abreast of business and industry knowledge and applying this knowledge in strategic decision making and planning

  • Experience with organizations that serve diverse community populations

  • Knowledge of and experience with Microsoft Office Suite

  • Experience in the Kuali Financial System

Duty/Responsibility

  • Serve as TILT /Honors Financial Analyst by providing leadership and oversight for annual operating budget

  • Determine resolutions to complex fiscal problems, routinely interacting with Business and Financial Services on matters specific to TILT and Honors

  • Primarily accountable and responsible for the fiscal sustainability of TILT and the University Honors Program by aligning allocation of financial resources to support the Program’s new strategic plans

  • Design, implement, and continuously improve internal budgeting procedures and reporting for all programs and services offered

  • Monitor unit operating budgets by preparing accurate and timely financial reports and analysis to Executive Director and Director; continually advises Executive Director/Director and staff on unfavorable trends and factors to consider

  • Prepare complex financial reports for multiple expense and revenue categories and fund groups; provides monthly and quarterly projections; Collect, interpret, and report on key financial data to the Director; provides status of the department’s fiscal position; and proactively advises on issues or areas of concern

  • Provide cost analysis and financial modeling for the department by defining, analyzing, and interpreting complex data, utilizing varying scenarios, and determining optimal outcomes

  • Act as liaison and maintain open communication with relevant administrative directors, central financial staff, and other University-wide financial personnel

  • Develop in-depth understanding of institutional financial policies and procedures as well as detailed knowledge and understanding of Honors and TILT’s internal programs, operations, and service areas

  • Develop and implement cross-functional business processes that impact multiple units collaborating with Honors/TILT’s and provide solutions to business challenges

  • Streamline internal processes related to multiple business and financial university requirements, adjust processes as university requirements evolve

  • Uphold fiscal and budget responsibility over all Memorandums of Understanding (MOUs), contracts, expenditures, and projects

  • Apply strong analytical skills including use of statistical techniques, financial modeling, data management, and the use of data mining tools

  • Stay abreast of business and industry knowledge and apply this knowledge in decision making

  • Design, implement, and communicate tactfully and effectively to Honors/ TILT staff internal procedures and reporting process for department program and services to achieve department fiscal outcomes; provides training 1:1 or groups, as needed

  • Generate financial reports and presentations for Honors/ TILT student groups as needed.

  • Create and facilitate process for expending appropriated funds ensuring compliance with donor and grantor restrictions

  • Modify department accounting process for monitoring and monthly reconciliations

  • Create and disseminate department travel policies to ensure adherence to university travel policies and procedures. Develop and provide training to staff and faculty on travel policies, while monitoring department adherence to policy. Take appropriate action if travel violations occur. Review and approve all travel documents to determine appropriate accounts and proper expenditures

  • Lead annual budget construction process and work with Directors and others to track and monitor the budget through the fiscal year

  • Manage end-of-year fiscal close-out activities

  • Manage the SALX process for TILT and Honors

  • Participate on TILT /Honors Leadership teams for multi-year strategic planning

With a significant understanding of processes and practices, and in collaboration with campus partners and off-campus providers, this position is expected to provide timely support to the following business operations:

  • Approving expenditures, overseeing preparation and input of budget and fund transfers, monitoring departmental accounts and monthly reconciliations, ensuring financial records, retention, and adhering to financial policies and procedures for all TILT and Honors operations

  • Overseeing department office supply order process

  • Approving and submitting Budget Adjustments, General Ledger Transfers, Internal Orders, Distributions of Income and Expense, Procurement Cards, Disbursement Vouchers, Payment Requests, Travel Authorizations, Travel Requisitions, Internal Billing and Requisitions in the Kuali Financial System.

  • Approving supplemental pay documents ensuring accuracy and compliance.
