Defense Information Systems Agency BUDGET ANALYST in Joint Base Anacostia-Bolling, District Of Columbia

Summary This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. This position is for DISA White House Communications Agency at Bolling AFB, Washington D.C. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Responsibilities Formulates budget estimates for multi-year programs, develops in-depth cost-benefit analysis and detailed budget forecasts of proposed budgetary and programmatic actions and advises senior staff and officials of courses of action. Prepares written materials and electronic budgetary information including matrixed program and budgetary functions reports to document funding activities, providing historical reference, and presenting current fiscal year information. Performs trend and gap analyses, reviews changes in long-range, detailed program plans and budget forecasts, and advises on their effect on out-year financial and budget plan milestones, and identifies budget shortfalls. Analyzes and performs reconciliations of financial statements, reports, and allotment ledgers with the related files of un-liquidated obligations, unpaid accrued expenditures, contracts and orders outstanding. Participates in audits relating to the budgetary and accounting data, providing information to auditors from activities, i.e., GAO, DOD IG, DISA IG, etc. Monitors the receipt and posting of transaction data into the DISA accounting system received from other services and agencies Transactions By Others. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in developing, formulating, and executing program budgets within an IT program. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).
