Job Title: Site Operations Manager (FBI-CRC)

Job Summary: EMCOR Government Services is seeking a talented Site Operations Manager to lead our General Services Administration (GSA) Operations, Maintenance, Custodial and Related Services FBI Central Records Complex (CRC) contract in Winchester, VA.

This position is considered key personnel and responsible for all contract operations.

This position requires strong leadership, organizational, supervisory, and communication skills plus the understanding of numerous mechanical systems, structural components, grounds, custodial and other critical systems.

The Operations Manager will also oversee several strategic subcontractors.

Reporting: This position reports directly to the Project Manager/Director of Operations.

Supervision: This position will directly supervise the Trades, Production Control Clerks, etc. This position will directly manage multiple subcontractors for services and IDIQ projects, as well as consultants.

Essential Duties and Responsibilities (other duties may be assigned) :

Leadership, Management, Execution

  • Provides leadership, direction, and oversight of day-to-day activities like preventive maintenance scheduling, IDIQ preparation and scheduling, vendor visits, etc.

  • Knowledge of building systems to include boiler/chiller, HVAC, Plumbing, Electrical, Security, Fire system, building automation, custodial, etc.

  • Meets with the contracting officer representative and building managers daily to discuss on-going issues and/or future plans.

  • Monitors P&L and participates in the annual budget planning ad reforecasts.

  • Provides trend analysis on O&M, safety, quality, and overall contract performance.

  • Trains, mentors, and develops subordinates in preparation for increased responsibility and potential advancement.

  • Creates reports and presentations and briefs company and customer leadership.

  • Ensures staff are trained, licensed, and qualified to perform contract operations.

  • Manages custodial operations and campus grounds beautification.

  • Conducts tours of building equipment, performs quality control inspections, executes quality control program, and performs inventory management.

Subcontractor Management

  • Collaborates with HQ procurement, contracting departments and Center of Excellences for competitive bids, site walks, submittal packages, awards, quality assessments, etc.

  • Directs subcontractors, monitors, and reports progress/status updates to senior management.

Qualifications:

  • Must possess an active TOP SECRET Security Clearance, or eligibility to obtain.

  • Must have a minimum of three (3) years of experience supervising personnel, including subcontracted staff and management of operations in a complex and dynamic environment.

  • Must have a minimum of five (5) years of experience in project management, MEP planning and estimating structural, electrical, and mechanical IDIQ projects with highly complex mechanical, electrical, and structural requirements.

  • An associate’s degree/bachelor’s degree in engineering, project management, construction or related field is highly desired. A combination of education, experience, professional licensing/certification may be acceptable.

  • Proficiency with Maximo CMMS is highly desired.

  • Must have excellent communication and listening skills and the ability to communicate with various levels within the organization.

  • Must demonstrate an extremely high level of attention to detail and the ability to take initiative and adapt quickly to changing requirements.

  • Must possess the ability to work under the pressure of multiple deadlines, managing and coordinating multiple projects, sometimes during off-hours.

  • Proficiency with Microsoft Project and/or Smartsheet desired.

  • Formal presentation/briefing skills are required.
